Open Letter to The Chief Justice Of Pakistan

My lordship, I write to bring your kind attention to the sheer violation of meritocracy and illegalities openly being committed by Sindh Public Service Commission(SPSC). Your lordship time and again there has been cases of nepotism, corruption and favoritism by SPSC officials which has been adversely affecting the youth in Sindh.

However, no concrete internal departmental or external action has been taken by the concerned authorities to halt or put an end to the absolute illegal activities by the SPSC officials. One of the many acts of nepotism and forgery has been evident from the screening test conducted by SPSC for Combined Competitive Examinations 2019 and 2020 where intentional incorrect MCQs were mentioned in the question paper to grant grace marks to students. It is pertinent to mention that such deliberate mistakes have been conducted in the past with a planned agenda to favor few poorly performing candidates.

Selected candidates were favored regardless of their interview performance. Preferential treatment in the form of extra marks to blue-eyed candidates were given to those who scored comparatively lower marks in the written examination.

Moreover it has been learned that the blue-eyed candidates after paying kickbacks to the “agents” of SPSC were instructed to leave their answer sheets empty which were eventually filled with the correct answers, with the help of the high officials involved.

My Lord, there has been cases in the past as well as recently where a reputed news channel ‘Dunya News’ report has clearly identified the nepotism and favoritism. As per the findings, the High officials of the SPSC assisted their family members, relatives in qualifying the exams and the interviews for the appointment at responsible government positions. It uncovered that in Combined Competitive Examination 2018 extra interview marks were granted to favorite candidates, some of which are the real brother of Deputy Director Recruitment.

Akhlaq Kalhoro, close relative of a commission member Mr. Shabir Shaikh, nephew and relative of controller examination Mr. Hadi Bux Kalhoro, son of member SPSC Mr. Aftab Anwar Baloch and two daughters and a son of member of Mr. Saindad Solangi, Relatives and blood relation of other affluent personalities have also qualified other exams with the officials help.

Previously, the Honourable Apex Court had taken notice of the nepotism and corruption in the year 2013 and had consequently banned several corrupt officials of SPSC from running the organization; however, SPSC did not follow the directions and had been continuously employing the officers accused of corruption and nepotism.

My Lord, currently on the SPSC website all the concerned officer names and details who are holding the office has been removed including the organogram to reduce transparency and public interaction to avoid unpleasant consequences. Moreover it has been observed that interviews of qualified candidates for various posts are being conducted just for the sake of formality. My Lord, it is certainly a matter of immense grief where no concern has been raised from any quarters to question the anomalies in the SPSC system.It is requested from your Lordship to kindly take a SUO MOTU notice against the black sheep of SPSC who are playing with the future of Sindh and systematically destroying various institutions of the province by spreading nepotism and corruption.
