State within State: It’s Pakistan

The concept of state within state is a terrible dream which can lead towards chaos and ultimate downfall even of autocratic states. For the last two decades, it has been observed that lawyers, doctors and politicians have committed some unlawful and non-sensible activities. Police is the constant target of lawyers but now situation is worse when they attacked Punjab Institute of cardiology. The most sensitive ward of heart became a field of war. Some days ago, young doctors were on strike for their demands causing number of deaths.

Dharnas by political parties is another form of public nuisance. In all above mentioned cases, the ultimate loss is suffered by innocent public. Lawyers have boycotted courts and doctors are on protest, where public should go? These elements have got so much strength that government is at the beck and call of their due or undue demands.

Why the elected and democratic governments are so helpless against such forces? At the first analysis it can be traced in the flexibility of constitution and tenaciousness of their unions and councils. Whenever doctors aspire to increase their pay or allowances, the only way open for them is strike and stop working in the wards. Same is the story of lawyers. No advocate appears in any court. The situation at this point is however negotiable but aggressive and severe behavior is not acceptable at any cost by any section of society. Where there the writ of state is challenged, the state should not show any leniency and come in action.

The politician must protest within some limits not endangering the integrity of state. The mob is always uncontrollable even by leaders in some unseen circumstances. To incite or abet for civil disobedience is an offence which ought to be handled with an iron hand. Supremacy of law should be assured at any cost. The law of jungle has also some parameters but our Politicians, doctors and above all the lawyers are transgressing all limitations. Even the provincial minister did not remain safe during this mod attack.

Attack on Supreme Court, PTV and parliament cannot be justified in any context. The present tense situation created by lawyers in form of damaging the sensitive ward of heart is beyond mere words of condemns. The violators of law should be treated relentlessly. The government should not accept any kind of pressure otherwise next episode may occur very soon. The profession of lords is being culminated by some black sheep. The senior and sensible lawyers including Aitzaz Ahsan and Kamran Murtza felt ashamed of being part of that community. No damage was done during a long struggle of restoration of Judiciary during Musharaf harsh action against honorable judges.

During last ten years, the intolerance and extremism are prevailing in our society. Police, journalist and common people are direct target of lawyers. No action has been taken so for and perhaps nothing will be done in the future. Perhaps our education system is not providing proper training to be the responsible citizen of society. What should avail of five years of medical education and three years of education of legislative law? Both the sections are well educated and well liable .Public can never expect such rude and rash behavior from either of them.

The doctors must follow the decorum of their profession and it was below their dignity to treat any citizen in inhuman manner. Their alliance does not mean that they should forget their original responsibility of saving humanity. They can protest in alternative way to be influential on government officials. The claimer of noble profession, the lawyers should also be sophisticated in the form of mob. At least, they should keep in mind the sanctity of cardiology ward where every patient is at high risk. Any delay or interference can cause irreplaceable loss for the effected families and just that happened in this unfortunate incident.

Public property is always an easy target of these protesters and aggrieved gain nothing after the turmoil. We should not forget that governments are on temporary basis but state is a permanent entity which should be maintained in all circumstances. State with in state can undermine the entire infrastructure of any society and its long lasting impacts are dangerous from its internal and external solidarity point of view. We should discourage such attitude and aptitude as provoke activities like sudden incursion on PIC.
