BISE Mirpur Khas Fails to Issue Intermediate Certificate to Students Even After Five Years

Board of Intermediate and Secondary Education (BISE) Mirpur Khas has not issued original PACCA certificates of intermediate (HSC-2) students since 2013. Due to the negligence and mismanagement of BISE Mirpur Khas, the students of this division are compelled to suffer.

BISE Mirpur Khas is responsible for organizing matric and inter examinations in the division. Mirpur Khas is the divisional headquarter of this division. It comprises of Mirpur Khas district, Tharparkar district, and Umerkot district. According to census 2017, the population of the whole division is 4,228,683.

The maximum time required to issue PACCA Certificate is two years. The authority sends these certificates to the colleges from where the students can receive their document. However, the students who passed their examination of intermediate part –two in the year 2013 or after that have not still gotten their certificates. The 2012 batch got their certificate last year.

There is no any doubt that the authority requires some time for the verification, documentation, arrangements, and publications of the certificate but in this case, five years have passed and still, the students are waiting for their original PACCA certificate.

One of my friends, who has just graduated from a university, is applying for the post of Assistant Commissioner. He is required to submit the documents to SPSC Office before 6th of April 2018. His university has asked him to show them his original PACCA certificate to get the transcript and degree.

Now, If he wants to get the original certificate from BISE Mirpur Khas, he needs to pay a challan fee of seven thousand Pakistani rupees and wait for forty days to get that certificate.

This is not the case of an individual student; all students of this division who passed the Intermediate examination in or after 2013 are facing this problem.

Not every student can afford to pay this much high fee for this certificate. How can families with a monthly income of ten thousand rupees pay this amount to the board to get a certificate they were supposed to get free of charge.

An employee of BISE Mirpur Khas told following reasons for the negligence of the board in this specific case.

NAB is interrogating a corruption case against few officials of BISE Mirpur Khas. The officials who are suspects of this corruption case are Chairperson Barkat Ali Hyderi, Controller of Exams Anwer Aleem Khanzada,  Computer programmer Muhammad Ahsan, Secrecy Officer Qazi Fazaluddin, Superintendent Muhammad Asim Hashmi, Ramesh Kumar, Saqib, Jai Prakash and few others.

These officials are suspended from their duties; hence, slow processes at the board. The certificates need to be signed by both controller of examination and chairperson of the board and in this scenario, it can’t be done because both of these officials are not available in their seats.

Here, I request the Sindh government to look into the matter and issue immediate orders to resolve it. This problem needs to be solved immediately as it is affecting the future of thousands of students of the division.
